Users don't stop and then start later which would be another whole transcode, they pause the movie then come back to it later. I have transcoding set at 3 hours (10800 seconds.) A lot of users might be streaming at the same time but they almost never start at the same time. Transcoding to 100% is all done before another stream needs to transcode.
