due to the inherit vagueness of Zomboid's lore, there is no way to know for sure. but I believe it has to do with the U.S. Military. the infection gets reported in Okinawa, Mogadishu, and Seoul which all track with 1993 U.S. deployments. this also makes sense if you follow the animal experimentation theory in the secret military base.Secrets are always a dangerous thing to search for. The middle of a concrete parking lot far away from a gas station, only connected to the highway but a dirt road, is probably the worst place for a base.
