Jolt is simply on or not; not a buildup mechanic like Ignitions or Freeze. Voltshot weapons and Delicate Tomb can jolt as well. the aspects or fragments you have equipped, and the perk. That is it. When you jolt an enemy it seems to trigger when you do enough damage or the jolt will trigger when they are close to dying.
The Riskrunner is a strong entry in Destiny 2’s Exotic repertoire. It is a top-tier PvE weapon that provides a giddily powerful effect that can be reliably (and satisfyingly) triggered by heads-up play. While the gun feels a little underwhelming once this effect ends, it perfectly embodies what Bungie’s stated design goals are for Exotics.

If you have reliable activation, riskrunner by a mile. There’s a small delay with voltshot maybe 1-2s cooldown between acquiring another voltshot no matter how fast you expend the charge.
