I looked online but can't really believe it this is actually in game and not fixed yet. Apparently once you reach headhunter level 40 your optical camo always activate when you grapple an enemy, cool little nifty upgrade. Except it still uses your charge, and because its a skill that automatically level up, you can't turn it off or avoid picking it up.
